
Bill Lockyer is a nationally recognized public policy leader and legal advisor with more than four decades of experience in government, finance, and regulatory oversight.
He served as California State Treasurer from 2007 to 2015, managing the state’s investment portfolio and financing programs that support infrastructure, housing, and economic development.
Prior to serving as Treasurer, Mr. Lockyer was California Attorney General from 1999 to 2007, where he led major consumer protection and multi-state enforcement initiatives. He was elected President of the National Association of Attorneys General, becoming the only Californian to serve in that role.
Mr. Lockyer also served more than 25 years in the California State Legislature, including over a decade in the State Senate. During the final four years of his tenure, he was elected by his colleagues as President Pro Tempore, the Senate’s highest leadership position.
After retiring from elected office, Mr. Lockyer practiced law at a nationally recognized law firm, advising organizations on regulatory and government matters. In February 2026, he established the Law Office of Bill Lockyer, where he advises clients on regulatory strategy, governmental oversight, and public policy issues drawing on decades of experience in state and national leadership.
